The Floating license option gets setup onto a customer server while a connection to the Kubotek server is active, but after that accessing the license from different PCs is done without interaction with the Kubotek server. 
There is also a system to process an "off-line" activation, but part of that does need to be done in your support account (our server). It could use a USB thumbdrive to bring that license activation to a PC that is not on the Internet.
