Yes.
Google: Convert JPG to TXT
 
Create / Spline / NURBS from Data
Select TXT.

Did Manlo's reply answer your question? I can think of a few different ways to interpret your question (the answers are yes to each).

Hi John, the answer from Manlo was confoluted, I did some more playing around and I found a table function (see screenshot), however the setup is awkward, I tried to increase the size of the columns to display the XYZ's but the Z column is bunched up
