(Looks like this didn't make it to the release notes).

The theoretical limit in 2019 SP3 and older versions was 2GB (although it will likely be lower depending on the number of deleted items in memory, etc. as you noticed). 

The file format in 2020 SP0 was modified to allow saving of large size files (theoretical limit is now 16TB!). Note that this applies to:
1. newly saved files
2. files from older versions that are "Saved as" to a new file.
If you simply open an older version file and save it in 2020 SP0, the old file size limits still apply.
