Set the cplane to what you want.  If you want a vertical line or dimension in the XY plane, set cplane 1, if you want it in the xz plane, set cplane 2, etc.

If you set CP=DV the line or dimension will always be oriented to the display, which may or may not be oriented to anything in the model.

Some people like to display the view and/or construction axes in the corner of the display to help keep track.
