I believe Mike's suggestion is a good direction if you are looking for automatic conversion. That program is not inexpensive. I'm not aware of low cost tools that do this conversion well (If anyone is, please share).
If the scanned parts are moslty flat surfaces, cylindrical faces, and constant radius blends there are solids simplify and face removal techniques in KeyCreator to save some time over starting over from scratch. Otherwise you'll need to slice the polygon model with planes and generate best fit curves to use for manual re-building.
The problem here is that triangle formats like STL are just an approximation of the model. If you need precision, there is a lot of work to do to get back to it.
