Multi-leader balloons

Am I remembering wrong? I thought that creating multiple leader balloons worked basically the same as multi-leader labels. I can't seem to create balloons with multiple leaders in KC 2016 despite the fact that the help file states: Balloons can support multiple leaders.

I'm almost certain that I've done this in the past, can anyone remind me how?
