Affinity for circles/arcs

I have noticed that 2019 has an afffinity for circles and arcs when selecting entities. Sometimes it requires a close zoom to get it to select a line that is close to an arc.

In the "Tools>Application Options>Positioning/Selection>Entity List Order" Arcs is after lines, but still selects first.

Anyone else see this? Anyone have a suggestion?
